WOMENS COMPETITION RULES
 

This year (2003 -2004 season) the women will play 15 a-side rugby. The games will be played under the IRB standard U19 Law Variations, with the following exceptions as listed below.

As this is the first time women have played 15-a-side for some time, some notes and reminders have also been included.
 
Law 3 - Number of Players & Substitutes
- Unlimited Roll-On / Roll-Off substitutions will be allowed
HKWR Additional Rule
Max. 22 players per team (7 Subs) (subject to the agreement of both Captains if both teams request more).
Min. of 10 registered players per team
 
Law 5 - Time
- 30 minutes each way;
- Length of half time: 5 mins
 
Law 9 - Kicks at Goal

All kicks to be taken within 1 minute
 
Law 10 - Sin Bin
A player who is temporarily suspended (Sin Bin) shall leave the field for a period of 5 minutes of actual playing time.
 
Law 13 - Kick Off and Restart Kicks

All kick off's are drop kicks.
After a score, the team that has had the score against them will restart the game.
 
Law 20 - Scrum

The referee is the final judge of safety. He may direct no-push scrums at any time if he considers it to be a safety issue
Engagement sequence to be:
- Crouch
- Touch
- Pause
- Engage
Scrums to be pushed no more than 1.5m. (Free kick)
Deliberate wheeling not permitted. (Penalty kick)
Scrums that wheel more than 45 degrees will be reset and, if no penalty is awarded, the scrum throw-in shall be to the team in possession (i.e. no "turn-over" Law)
A scrum shall consist of 8 persons at all times, except where a team has fewer than 15 players for any reason. Where a permitted reduction is made by one team, in the interests of safety, the other team shall reduce numbers similarly.
The scrum shall be in a 3-4-1 formation.
The hindmost player in the scrum (normally the number 8), may unbind when the ball is at her feet and pick up the ball. Once that player unbinds, the scrum is over.
 
Under 19 Players
HKWR Additional Rul
All Clubs are to obtain the following for their Under 19 players:
Letter of consent from their parents
Letter of consent from their club
Assessment from the union and approval.
